Remove encryption from excel protected with IRM

I have an excel workbook that is encrypted by someone else with Information rights management (IRM). Is it possible to remove the encryption from this file? If i click on File -> Info ->Protect . . .

Show new email notification in Outlook 2013

My outlook doesnt show any alert when a new mail comes. In the previous versions i  used to see a mail icon near to date time area in task bar and also hear a sound.  . . .
